The National Counterterrorism Center (NCTC), part of the Office of the Director of National Intelligence (ODNI), sent out an unclassified intelligence product to law enforcement partners detailing threats posed by the terrorist group al-Qaida, according to documents exclusively obtained by the Daily Caller.
The report was disseminated to local, state, federal, and international law enforcement partners to enable them to mitigate the threat of al-Qaida “left over from the Biden administration,” according to an ODNI press release obtained by the Caller. The intelligence product also acts as a public service announcement for Americans who could be at risk of being targeted by the terrorist group, the same release indicated.

“Constant vigilance includes guarding our borders and ensuring our communities are informed. We have the knowledge and leadership to keep America safe. That said, it is critical for first responders and the public to stay alert and vigilant against threats from al-Qaida’s global network. While a number of threats persist, NCTC and our partners are monitoring 24/7 to thwart these attacks and keep Americans safe,” he continued.

ODNI emphasized the NCTC’s partnership and coordination with law enforcement.
The product sent to law enforcement detailed recent examples of al-Qaida’s threats against the United States, and it included a timeline of threats and attacks, dating back to the terrorist attacks on Sept. 11, 2001.
The report also pointed to the organization’s Yemen-based affiliate, al-Qaida in the Arabian Peninsula (AQAP), which “celebrat[ed] recent attacks in the US” in a July publication of its “Inspire Guide,” according to the NCTC’s product.
The NCTC has previously worked with law enforcement to remove criminals and potential national security threats from the country. The NCTC facilitated the removal of an al-Qaida terrorist based in the U.S. by alerting law enforcement partners, according to the same press release. The terrorist allegedly entered the U.S. interior through former President Joe Biden’s “CBP One” app by claiming asylum, according to the press release.
The Biden administration broadened the scope of the CBP One app in 2023, which was originally created in October 2020. Over 900,000 foreign nationals scheduled appointments through the app from January 2023 to December 2024, according to U.S. Customs and Border Protection (CBP). Immigration and Customs Enforcement (ICE) has reported arresting suspected terrorists during President Donald Trump’s mass deportation operation. In January, ICE arrested two Middle Eastern migrants who were suspected of having links to terrorism.
Federal law enforcement caught a terrorist crossing the border illegally during the Biden administration but subsequently released him, and he remained in the U.S. for almost a year prior to being arrested in January 2024, the Daily Caller News Foundation previously reported, citing an internal federal memo. He was a member of the Somali terror group al-Shabaab.
The Biden administration withdrew from Afghanistan in 2021, leading to the deaths of 13 Americans. The administration also left more than $7 billion worth in U.S. military equipment when it withdrew, and some of the weapons were reportedly obtained by terrorist groups.
“While the potential for heightened threat environments may arise as political and international climates shift, NCTC’s recent product serves as evidence that the partnership between our Intelligence Community and law enforcement has never been stronger,” the ODNI press release stated.
